The FBI said Monday it had launched an investigation into a Sunday afternoon traffic stop that left a 17-year-old Bryce Masters of Kansas City hospitalized after being subdued by the officer, Tim Runnels, with a stun gun. Independence police said that they would cooperate with the investigation and Runnels had been placed on administrative leave
